A. 
As used herein, the following shall have the meanings indicated:
BICYCLE
A vehicle with two tandem wheels, neither of which are less than 20 inches in diameter, with solid or pneumatic tires, having a steering bar or wheel, a saddle seat and propelled by human power.
LICENSE PLATE
A metal plate or tag issued by the Police Department bearing the license number.
LICENSEE
Any person who procures from the Police Department a license plate for a bicycle, together with a registration card accompanying same.
OPERATE
The use, putting into action or causing to function of a bicycle by a person mounted thereon.

In addition to the above definitions, any applicable definitions of Chapter 207, Traffic and Parking, and the Wisconsin Statutes shall be deemed to be included herein.
No person shall operate a bicycle upon any street, sidewalk or other public place in the Village without having first registered such bicycle and secured a license therefor.
Application for registration and license for a bicycle shall be made by the owner in writing in duplicate upon blank forms furnished by the Police Department. Such application shall then be presented to the Village Police Department. The bicycle to be registered and licensed shall be brought to the Police Station at the time of presenting the application for examination. The Village Police Department shall, upon receiving such application and license fee, issue to the owner of the bicycle a registration card and metal license plate. This license plate shall be attached to the bicycle.
The license so issued shall be effective for two years. The license year shall be from January 1 to December 31 of the ensuing year.
The forfeiture for a violation of this article shall be $20 if such forfeiture is paid within five days of the citation date and $25 if such forfeiture is paid more than five days after the date of the citation.
