Any person who shall, without authority of the Director of Public Works, operate any valve connected with the street or supply mains; open any fire hydrant connected with the distribution system, except for the purpose of extinguishing a fire; or who shall wantonly injure or impair the same shall be subject to a penalty as provided in Chapter 1, Article II, of this Municipal Code. Owners or operators of motor vehicles will be held for the cost of repair of any hydrant damaged by a motor vehicle, and the Water Utility is not responsible for damage to a motor vehicle by reason of such accident.
Except as otherwise provided, any person who shall violate any provision of this chapter or any regulation, rule or order made hereunder shall be subject to a penalty as provided by Chapter 1, Article II, of this Municipal Code.
