A.
There shall be established a Compensation Review Board
of the City of Middletown which shall meet and review, at the request
of the Mayor, the compensation paid the following City employees whenever
such employee is not a member of a collective bargaining unit: City
directors; assistant directors; attorneys employed by the City as
full- or part-time City legal staff; the Fire Chief and Deputy Fire
Chief of the Central Fire District; the Police Chief and Deputy Police
Chief; and nonclassified members of the Mayor's staff. The objective
of such review(s) shall be to make recommendations to the Common Council
of the City of Middletown regarding the rate of compensation and benefit
terms to be afforded such individuals for their employment by the
City, taking into consideration all factors relevant to the setting
of wages and benefits.
B.
In addition to reviewing the compensation and benefits
of such employees, the Compensation Review Board will similarly meet
with the Mayor of the City of Middletown during the month of January
in each odd-numbered year, commencing in the year 1997, to review
the rate of compensation and benefit terms to be paid the holder of
the office of Mayor following the next biennial municipal election
and submit a recommendation to the Common Council on or before the
following May 1 as to compensation and benefits to be paid the holder
of the office of Mayor during the next term of office.
The Compensation Review Board shall consist
of five electors of the City of Middletown, no more than two of whom
shall be of the same political party registration. The members of
the Board shall be appointed by the Mayor with the approval of the
Common Council for one term of four years. For the initial composition
of the Board, two members, who shall not be of the same political
party, shall be appointed for two years, and their successors shall
then be appointed for a full four-year term. A member of the Board
shall not be reappointed to any other full or partial term and, while
serving on the Board, may not hold public office, be a member of a
City committee or any other political or candidate committee for any
public office or contribute to any political party or candidate for
public office.
Upon receipt of any recommendation as to compensation
and benefits to be paid any individual with whom the Board has met,
the Common Council shall review said recommendation at its next regular
meeting and may adopt, reject or return the recommendations to the
Board for further meetings with said individual and further recommendations
to the Council, if any are warranted.
All or any portions of meetings of the Compensation
Review Board and the Common Council dealing with confidential personal
and financial information and personnel files may be conducted in
executive session in accordance with the laws of the State of Connecticut.
