A. 
There is hereby created the City Planning Board, to consist of nine members, namely eight persons who shall be appointed by the City Council, by majority vote, upon nomination by the City Manager, and one member of the City Council who shall be selected by it as a member ex officio with voting privileges.
B. 
The City Council shall appoint not more than the maximum number of alternate members to the Planning Board, upon nomination by the City Manager, provided by state law. The City Manager shall submit to the City Council an individual's name in nomination for a vacancy occurring on the Planning Board. If the nominee receives a majority vote of the Council, he or she shall be considered appointed. The City Council shall also designate an alternate member of the Planning Board who shall serve only when that member of the City Council selected by it is absent or is disqualified from any proceeding before the Planning Board.
C. 
All members of the Lebanon Planning Board shall be residents of the City of Lebanon and serve without compensation.
D. 
Vacancies in membership and terms of membership shall be in accordance with state law.
