A. 
All work requiring a building permit shall conform to the requirements contained in the State of New Hampshire Building Code (RSA 155-A), subject only to the additions, insertions, deletions and changes as set forth in § 36-11 below, excluding any penalty clauses.
B. 
The Fire Department shall review all building permit applications and requests for certificates of occupancy to determine conformity with the State of New Hampshire Fire Code (which includes the Life Safety Code) and Lebanon City Code Chapter 72 (Fire Prevention), and shall file its report with the Building Inspector. In addition, the Fire Department shall make all inspections to investigate any claimed violations of the Life Safety Code and the State of New Hampshire Fire Code and Lebanon City Code Chapter 72 (Fire Prevention) and shall file its report with the Building Inspector.
C. 
The Department of Public Works shall review all building permit applications and requests for certificates of occupancy to determine compliance with applicable City codes, ordinances, rules, and regulations, including but not limited to water and/or sewer utility connections and excavations and/or development within City roadways and rights-of-way, and shall file its report with the Building Inspector. In addition, the Department of Public Works shall make all inspections to investigate any claimed violations of applicable City codes, ordinances, rules, and regulations and shall file its report with Building Inspector.
Modifications of the State of New Hampshire Building Code shall be as allowed and set forth in the State Building Code.
A. 
The New Hampshire State Building Code Review Board has adopted amendments to the State Building Code pursuant to the authority provided in RSA 155-A:10 as more specifically set forth in the most current version of the State Building Code Review Board's administrative rules, Chapter BCR 300.
B. 
The City of Lebanon has adopted the following insertions to the State Building Code:
(1) 
The 2009 International Building Code.
(a) 
In Section 1608.2, Ground snow loads, insert: "Ground snow loads are permitted to be determined in accordance with Table 1 of Ground Snow Loads for New Hampshire ERDC/CRREL TR-02-6" per State Amendment 1608.2.1.
(2) 
The 2009 International Residential Code.
(a) 
In Chapter 3, Building Planning, Section R301.2, Climatic and Geographic Design Criteria, Table R301.2(1), insert the following:

C. 
Awnings and canopies over City-maintained rights-of-way, including sidewalks. The height of all fixed and permanent awnings shall be a minimum of eight feet six inches from grade to framework as not to interfere with municipal snow removal.
No building or structure shall be occupied prior to the issuance of a certificate of use and occupancy as provided in the State of New Hampshire Building Code. See also § 36-6 of this Code.
