A. 
RSA 485-A:4, XVI-a and DES rules, regulations, standards and procedures promulgated thereupon require that "any person, firm, corporation, municipal subdivision or institution who removes, transports, or disposes, or intends to remove, transport or dispose of any human excrement or other putrescible material by portable or mobile container shall hold an unrevoked Septage Hauler permit as described below for that purpose from the New Hampshire Department of Environmental Services (NHDES)." Therefore, the holding of such a permit shall be a condition precedent to the privileges to dispose such material at the city's wastewater treatment facility.
B. 
Such permit, as required by RSA 485-A, shall be on file with the city. Upon renewal or revocation of such permit, the hauler shall be responsible for notification of such renewal or revocation to the city.
A. 
Such hauler may discharge septage to the facilities provided at the city's wastewater treatment facility and shall pay the charges as set forth in the Code of the City of Lebanon, Chapter 68, Fees.
B. 
Those persons, firms, corporations, municipal subdivisions or institutions that conform to RSA 485-A and the definition of "RVs" shall dispose of such septage as human excrement or other putrescible materials at the dates, times and locations designated by the Director of Public Works.
C. 
No person, firm, corporation, municipal subdivision or institution shall discharge any toxic, poisonous, radioactive solids, liquids or gases, or the contents of grease, gas, oil and/or sand interceptors into the city's wastewater treatment plant without specific authorization of the Director of Public Works.
The Director of Public Works shall have the right to issue a temporary permit to allow the discharge of septage at a point of discharge other than the wastewater treatment facility in a situation where such temporary discharge point is necessary to protect the health and welfare of the city. The Director of Public Works shall issue such permit upon such terms and conditions as the Director of Public Works deems to be in the best interests of the city. The temporary permit shall not be valid for a period exceeding 12 months. The Director of Public Works shall have the right to revoke or suspend the temporary permit in the event that the terms and conditions are not met.
A. 
Any person, firm, corporation, municipal subdivision, institution or hauler who conforms to RSA 485-A and intends to dispose of septage, human excrement or other putrescible material within the limits of the city shall first obtain a septage disposal permit from the city.
B. 
Such permit as issued by the city shall identify:
(1) 
The motor vehicle;
(2) 
The capacity of the tank;
(3) 
The NHDES septage hauler permit number; and
(4) 
Any other details of compliance with the regulations of the NHDES.
C. 
The following conditions shall constitute conditions precedent to the issuance of each permit by the City:

(1) 
Each septic tank truck shall have installed thereon a sight level by which the quantity of the contents of each tank may be ascertained by sight or each septic tank truck shall have an access port in which the quantity of the contents of each truck may be ascertained by depth measurements.
(2) 
The hauler shall log before the time of disposal as follows:
(a) 
The hauler's name;
(b) 
Date;
(c) 
Time of disposal;
(d) 
Volume disposed;
(e) 
Origin of load (property owner's name, address and telephone number); and
(f) 
Nature of the waste (i.e., grease or septage) being disposed.
(3) 
Such log as described in Subsection C(2) above, shall be maintained by the Department of Public Works.
(4) 
Owners of RV's who intend to discharge the contents of holding tanks are exempt from the permitting process.
(5) 
The Director of Public Works shall require a certificate of insurance naming the city as an additional insured with liability and other coverage as determined by the city.
There shall be a septage disposal charge for septage as established by Code of the City of Lebanon, Chapter 68 (Fees), for the receipt of septage into the city's wastewater treatment facility for treatment prior to discharge into the Connecticut River. In the event that the permittee has either a defective sight level, no sight level attached to the truck and/or no access to the contents of the truck for depth measurement, the permittee shall be charged according to the full tank capacity at the time of discharge or by other method determined by the Director of Public Works.
