The per centum exemption from taxation and special
ad valorem levies provided pursuant to New York State Real Property
Tax Law § 485-b is hereby reduced to zero for all years;
provided, however, that any project in the course of construction
and exemptions existing prior in time to the passage of this article
shall not be subject to such reduction.
