A. 
No person, either as owner, lessee, agent, tenant or otherwise, of any lot, land, premises or improved property in the City shall throw, cast, deposit or allow to accumulate thereon any decomposable organic matter which might create a nuisance or act as a breeding place for flies or bugs or as food for rats or vermin; or any trash or discarded material or thing capable of holding water which might serve as a breeding place for mosquitoes; or any combustible matter or material which might increase the fire hazard in his or her or neighboring property; or any weeds, high grass, trash, rubbish, junk or any discarded material or thing which tends to produce an unsightly, disagreeable appearance objectionable to the neighborhood.
B. 
Notwithstanding the provisions of this section, nothing herein contained shall be construed to prohibit the proper and temporary accumulation in suitable containers of garbage, ashes, refuse, etc., for regular collection; or the depositing of manure for the immediate cultivation of land; or the lawful collection and storage of junk by regularly licensed junk dealers.
No person shall throw or scatter, or hand to persons passing upon the streets and public places within the City, advertising matter of any kind.
No person shall place any newspaper, loose paper, rubbish, rags or other trash or refuse at or near any curb, sidewalk or street for purposes of collection unless the same is contained in containers with tight-fitting covers or is securely bundled and tied to prevent scattering.
A. 
Duty. It shall be the duty of all householders to place garbage at the curb before 5:30 a.m. on the day designated for collection. There will be no call-backs. Such garbage shall be in metal cans with tight-fitting covers, with handles on the top and sides, and shall not exceed 22 gallons capacity, or shall be in securely tied plastic bags. The loaded metal cans shall not exceed 100 pounds net weight. All material shall flow freely from the can. Such collections will be made weekly in the residential areas and biweekly in the business districts. The designated day for any area shall be ascertained by inquiry at the office of the Superintendent of Public Works.
B. 
General preparation. Garbage is deemed to consist of ashes, food remains, cans, broken crockery and papers. Papers must be tied in bundles or placed in receptacles to be removed with the contents. Waste building material or large quantities of brush are not to be removed by the City. A small amount of brush, not over three bundles in number and not over 36 inches in length, if tied with cord or wire, may be so removed.
C. 
Ashes. Ashes, when placed in metal tubs or cans, wooden or inflammable containers being absolutely prohibited; and when filled must not exceed 100 pounds total weight.
D. 
Items to be collected weekly. The regular weekly collection will only include garbage and ashes and ordinary paper refuse.
E. 
Empty receptacles. All empty receptacles must be removed on the same day and as soon as possible after the collection is made. All containers left at the curb after the day of collection shall be picked up and disposed of by the City.
F. 
Deviation from rules. Any deviation from these rules and regulations must have the previous consent of the Superintendent of Public Works.
G. 
Glass. Glass bottles, jars and jugs will not be collected with regular household refuse. These items will be collected on the same day as the regular refuse collection. The glass shall be set out in separate metal containers having a capacity of not less than 10 nor more than thirty-two 32) gallons, clearly labeled "glass" in letters at least three inches high. Such containers shall be set apart from regular refuse containers. All other regulations with respect to setting out refuse for collection shall apply to glass collection. In the area bounded by Aurora Street, Buffalo Street, Geneva Street and Green Street, glass will not be separately collected.
No person shall remove, displace, pick over or collect any wastepaper, cardboard, garbage or other refuse placed at the curb line of streets for collection by the Department of Public Works or other licensees without written authority from the Superintendent of Public Works.
The disposal of household refuse or any solid wastes resulting from the demolition of buildings, commercial operations, industrial operations or from any other operations shall be prohibited on any lands owned by the City or leased by the City without the express authorization of the Superintendent of Public Works.
A. 
Any person who shall violate any provision of this chapter shall be punishable as provided in § 336-24 of this Code.
B. 
The imposition or payment of any charge for services rendered by the City shall not be a bar to the imposition of punishment pursuant to this section.
