A. 
Traffic control signals shall be installed and operated at the intersection of those streets described in Schedule I of the regulations of the Board of Public Works.
B. 
Traffic control signals shall be maintained in working order by the owner or operator of said signal.
C. 
Upon notice to the owner or operator of a privately owned traffic control signal located on and/or regulating traffic upon a street owned by or within the right of way of the City, the Department of Public Works is authorized to conduct or cause to be conducted any necessary repairs to restore a traffic control signal to working order.
(1) 
The cost for said repairs shall be charged to the owner of the traffic control signal. Written notice of all costs incurred in conducting any repairs shall be provided and a bill issued to the owner of the traffic control signal for the full amount of such costs.
(2) 
Any such bill shall be payable without penalty for one month following the billing date. On any amount remaining unpaid after one month, and after each one-month period thereafter, 1% of the amount unpaid shall be added and collected.
(3) 
Notice of any appeal of a bill or any portion thereof issued under this section must be provided, in writing, to the Board of Public Works within 60 days of the issuance of such bill. The Board of Public Works shall have exclusive authority to hear such appeals.
(4) 
Any uncontested portion of the bill, with any added penalty or interest, shall be a lien upon the property on which the traffic control signal is located, and, if remaining unpaid on or before November 1 of any year, shall be added to and listed as a separate item on the subsequent year's City property tax bill. Fees which have been contested in a timely manner and which have been determined by the Board of Public Works to be due and payable before November 1 of any year shall be similarly listed.
(5) 
The Superintendent of Public Works, City Controller, and City Chamberlain are authorized to develop additional billing practices and guidelines to further the purposes of this section.
(6) 
The City shall be under no obligation to repair a privately owned traffic control signal, and all such decisions to repair or not to repair a traffic control signal shall be in the sole discretion of the Superintendent of Public Works or their designee.
(7) 
The City shall bear no liability arising from or relating to any repair conducted to or any decision not to repair a privately owned traffic control signal.
(8) 
The liability of the owner of the traffic control signal for any violations arising from or relating to its failure to maintain a traffic control signal in working order shall not be affected by any determination of the Superintendent of Public Works or their designee to repair or not repair a traffic signal.
D. 
Failure to maintain a traffic control signal in working order shall be a violation of this chapter punishable by a fine of not more than $500. Each day a traffic signal is not in working order shall constitute a separate violation of this chapter.

A. 
The maximum speed at which vehicles may proceed on or along any streets or highways within the City is hereby established at 30 miles per hour, except that the speed limit for vehicles proceeding on or along those streets or parts of streets described in Schedule II of the traffic regulations of the Board of Public Works shall be as indicated in said schedule. This provision shall not apply to ambulances, fire vehicles or police vehicles when on emergency trips.
B. 
Fifteen miles per hour is hereby established as the maximum speed at which vehicles may proceed on or along any streets or highways at or within the following parks:
(1) 
Stewart Park.
(2) 
Cass Park (except Route 89).
(3) 
Newman Golf Course, including Pier Road from Willow Avenue to its terminus.
Pursuant to the authority granted cities by §§ 1643 and 1180(c) of the New York State Vehicle and Traffic Law, no person shall drive a vehicle at a speed in excess of that indicated in Schedule III of the traffic regulations of the Board of Public Works, in the school areas described in said schedule, during school days between the hours of 7:00 a.m. and 6:00 p.m.
The streets or parts of streets described in Schedule IV of the traffic regulations of the Board of Public Works are hereby designated as one-way streets in the direction indicated.

No person shall make a U-turn on any of the streets or parts of streets described in Schedule V of the traffic regulations of the Board of Public Works or as designated by the Transportation Engineer.

No person shall make a turn of the kind designated (left, right, all) at any of the locations described in Schedule VI of the traffic regulations of the Board of Public Works or as designated by the Transportation Engineer.

No person shall make a right turn when facing a steady red signal (stop indication) at any of the locations described in Schedule VII of the traffic regulations of the Board of Public Works or as designated by the Transportation Engineer.

A. 
The intersections described in Schedule VIII of the traffic regulations of the Board of Public Works or as designated by the Transportation Engineer are hereby designated as stop intersections. Stop signs shall be installed as provided therein.
B. 
The intersections described in Schedule IX of the traffic regulations of the Board of Public Works or as designated by the Transportation Engineer are hereby designated as yield intersections. Yield signs shall be installed as provided therein.

A driver shall exercise due care in operating a motor vehicle when driving on public roadways, public parking lots, or private parking lots accessible to the public. Notwithstanding Section 49 of this chapter, the penalty for violation of this section is a fine not to exceed $250.

A. 
Trucks, commercial vehicles, tractors and tractor-trailer combinations are hereby excluded from the streets or parts of streets described in Schedule X of the traffic regulations of the Board of Public Works.
B. 
Notwithstanding any other provisions of this chapter, all northbound and southbound vehicles having a registered total gross weight in excess of nine tons are hereby excluded from Aurora Street from the south line of the City of Ithaca to State Street; Hudson Street; Coddington Road to South Aurora Street; and Stone Quarry Road, from the south City line to Spencer Road, except the following:
(1) 
Buses engaged in, or normally engaged in, receiving or delivering passengers along Route 96B between its intersection with Route 96 in the Town of Candor, Tioga County, and the intersection of Aurora Street and State Street in the City of Ithaca.
(2) 
Trucks engaged in delivery or pickup of merchandise or other property along Route 96B between its intersection with Route 96 in the Town of Candor, Tioga County, and the intersection of Aurora Street and State Street in the City of Ithaca.
(3) 
Buses being operated by public or private schools.
A. 
A truck route system upon which all trucks, tractors and tractor-trailer combinations having a total gross weight in excess of five tons are permitted to travel and operate shall consist of all numbered New York State highway routes through the City and the streets set forth in Schedule XI of the traffic regulations of the Board of Public Works.
B. 
All trucks, tractors and tractor-trailer combinations having a total gross weight in excess of five tons are hereby excluded from all streets except those streets listed in Schedule XI, except that this exclusion shall not be construed to prevent the delivery or pickup of merchandise or other property along the street from which such vehicles and combinations are excluded.
C. 
Such exclusions shall not prevent the necessary delivery of merchandise or other property along the streets from which trucks are excluded, provided that the vehicle from which any such delivery is made shall enter and leave any such designated truck route by the street which is reasonably the nearest and safest accessible street to the place where such delivery is made; further provided that such delivery vehicles shall remain on such prohibited streets for a period of time no longer than is necessary and reasonable to make such delivery or to complete a loading of such vehicle; nor shall such exclusions prevent the necessary operation of trucks while in use by the United States Postal Service or military services by fire, police, sanitation, or street maintenance services, or by public service corporations while on emergency repair work.
A. 
All trucks shall make use of transmission gears lower than the normal cruising gear when descending grades on City streets at the following locations:
(1) 
Ithaca Road from Dryden Road to Mitchell Street.
B. 
All vehicles shall make use of transmission gears lower than the normal cruising gear when descending grades on City streets at the following locations:
(1) 
Aurora Street from the south City line to State Street.
(2) 
Mitchell Street from Ithaca Road to State Street.
(3) 
State Street from Mitchell Street to Seneca Way.
A. 
Traffic control signals. No pedestrian shall cross between adjacent intersections at which traffic control signals are in operation except in a crosswalk.
B. 
Business districts. No pedestrian shall cross a street or roadway except in a crosswalk in the central business district or in any other business district.
