As used in this chapter, the following terms shall have the meanings
indicated:
One or more persons remaining longer than 15 minutes in a public
area for no obvious reason.
Includes but shall not be limited to any street, highway, road, cul-de-sac,
sidewalk, parking area, park or recreation area or municipal property to which
access can be freely gained.
Loitering shall be prohibited at any time in any public area.
