Before any plumbing work requiring authorization according to the provisions of this chapter shall be started, a permit shall be obtained from the Plumbing Inspector. No such permit shall be required for repairs involving only the working parts of a faucet or valve, the clearance of stoppages or stopping of leaks and the replacement of a defective faucet or valve with a new one of the same type, provided that no changes are made in the piping to the fixture. This permit shall be obtained by the plumber who or whose firm has been employed to do the plumbing work or by a homeowner as provided in this chapter.
A. 
New systems. Approval must be obtained from the Schenectady County Public Health Service for the installation of a new septic tank or tile fields before a permit can be issued by the Plumbing Inspector.
B. 
Replacement systems. Plans and specifications must be submitted to the Plumbing Inspector for approval prior to the issuance of a permit and must be constructed in accordance with the provisions of Chapter 173 of the Code of the Town of Niskayuna entitled "Sewers."
C. 
Sewerage systems, including septic tanks and tile fields, not otherwise provided for by this Code, shall be constructed in accordance with Appendix 75-A, [Public Health Law § 201(1)(l)], latest edition, or its subsequent revision.
Any plumbing permit required by this chapter shall be issued to any person who owns and resides in either a single- or two-family dwelling used exclusively for living purposes, including the usual accessory buildings and quarters in connection with such dwelling, and to any person who is building and constructing either a single- or two-family dwelling on lands owned by him; provided, however, that not more than one permit shall be issued in any twelve-month period to any person building and constructing such a dwelling. Plumbing work included under this permit shall include all plumbing work to be performed inside the walls of said dwelling or accessory buildings and quarters in connection with such dwelling, and such plumbing work shall be personally performed by the owner of the dwelling. A homeowner will not be permitted, under this permit, to make any connections to the water system or the sewer system of the Town or the City of Schenectady.
A. 
Permits for plumbing or drainage shall be issued by the Commissioner of Public Works or his designee only to a master plumber duly registered with the Plumbing Inspector or to any person holding a master plumber's license issued by a municipality of the State of New York pursuant to the provisions of Chapter 155 of the Code of the Town of Niskayuna entitled "Licensing of Plumbers."
B. 
Permits for plumbing or drainage shall be issued by the Commissioner of Public Works or his designee for work to be performed under a homeowner's permit issued pursuant to the provisions of this chapter.
C. 
Permits for plumbing or drainage work shall be issued by the Commissioner of Public Works or his designee for work to be performed under a special license issued to any general contractor installing sewer mains in Sewer District No. 6 or water mains in Consolidated Water District No. 1, which would allow for the house connections only to be installed by said plumber for property serviced by mains installed by said contractor.
A. 
No permit shall be issued until specifications and plans showing necessary details of all water pipe, sewer pipe, foundation drains, sump pumps and plumbing fixtures have been submitted to the Plumbing Inspector by the plumbing contractor, architect or engineer and these plans have been checked to assure that the work will conform to the provisions of the Town Code.
B. 
If the plans indicate that any provisions of the Town Code are not being complied with, they shall be rejected and no permit issued until they have been revised to comply with Town Code.
C. 
If, in the course of the work, it is found necessary to make any change from the approved plans, specifications or work, revised plans and specifications shall be submitted and a supplementary permit shall be issued to cover the change before any part of the change is commenced.
No permit for plumbing and drainage work shall be issued until the fees, as provided for by resolution of the Town Board, are paid by the employing or master plumber or homeowner to the Plumbing Inspector. The Plumbing Inspector shall determine from the plans and specifications the fees required.
A. 
For residential establishments, the permit and inspection fee set forth by the Town Board entitles the plumbing contractor or the homeowner to one review of the plans and specifications, one inspection of the rough plumbing work and one inspection of the final plumbing work.
B. 
For commercial establishments, the permit and inspection fee set forth by the Town Board entitles the plumbing contractor to one review of the plans and specifications, two inspections of the rough plumbing work and two inspections of the final plumbing work.
C. 
If, for any reason, the Plumbing Inspector is required, in his judgment, to make additional reviews and/or inspections of the rough plumbing work or the final plumbing work, an additional fee of $10 for each additional review and/or inspection shall be charged to and paid by the plumbing contractor or the homeowner prior to each additional review and/or inspection.
Upon written notice from the Plumbing Inspector, the owner or lessee shall be required to correct, within three days, any and all unsanitary or defective conditions which are likely to have immediate detrimental effect. He shall also correct, within a time specified by the Plumbing Inspector, other unsanitary or defective conditions which may, over a period of time, have a detrimental effect on health.
The Plumbing Inspector or his representative or any duly authorized Town representative shall have the right to inspect any plumbing system at such times as may be deemed necessary to protect the public health.
Upon satisfactory completion and final inspection of the plumbing system, a certificate of approval shall be issued, upon request, by the Plumbing Inspector to the plumber or permit holder to be delivered to the owner.
For the purpose of securing for the public the benefits of new developments in the plumbing industry and yet ensuring public health, the Examining Board of Plumbers may make or cause to be made, at the expense of the promoter or submitter, investigation of new materials, equipment and appliances suitable for use in the Town not provided for in this Code and shall make rules setting forth the conditions under which such materials, equipment and appliances may be used.
Persons other than homeowners shall be examined and conduct their business in accordance with the rules and regulations of the Examining Board of Plumbers as provided in Chapter 155 of the Code.
