The Borough of Lansdowne is hereby authorized to enter into a joint agreement with the Boroughs of Yeadon and East Lansdowne regarding intergovernmental cooperation, as permitted and regulated by the Intergovernmental Cooperation Act[1] of the Commonwealth of Pennsylvania.

The purpose of the joint agreement shall be to create an entity known as the "Eastern Delaware County Council of Governments" and to foster and effectuate intergovernmental cooperation among the members of this entity as permitted by law.
The conditions of the joint agreement which the Borough of Lansdowne proposes to sign are set forth in the document attached hereto as Exhibit A.[1]

The duration of the joint agreement shall be until such time as the Borough elects to terminate the joint agreement, which the Borough may do at any time by enacting an ordinance to such effect.
The purpose and objectives of the agreement, and the powers and scope of the authority delegated to it, are set forth in the document attached hereby as Exhibit A.[1]

The Eastern Delaware County Council of Governments shall be financed by annual contributions of each member Borough in the amount of $500. From time to time, specific transactions, if any, may be separately financed as the voting members of the Council of Governments agree.
Implementation of the joint agreement shall occur through Eastern Delaware Council of Governments.
The manner in which real or personal property shall be acquired, managed, licensed or disposed of is set forth in the document attached hereto as Exhibit A.[1]

The Eastern Delaware County Council of Governments is empowered, but not obliged, to enter into contracts for policies of group insurance and employee benefits, including social security, for its employees.

The Borough of Lansdowne hereby joins with each of the aforementioned municipalities[1] and shall become a member of the Delaware County Council of Governments in accordance with the bylaws of the Delaware County Council of Governments, and laws, agreements or contracts which apply.

The bylaws of the Delaware County Council of Governments attached hereto and made a part hereof[1] are hereby approved, and such bylaws may be amended from time to time by a voting representation of all member municipalities of the Delaware County Council Of Governments.
