There is hereby established a Youth Commission for the Town of Bethel,
which Commission shall have the powers and duties hereinafter set forth in
this chapter.
A.
This Commission shall be composed of five regular members
and two alternates. There shall be two ex officio members, one being the First
Selectman and one being a student who shall be at least 15 years of age and
less than 18 years of age at the time of appointment.
B.
The Board of Selectmen shall appoint one for a term to
expire the first Monday in January 1988, two for a term to expire the first
Monday in January 1989 and two to expire the first Monday of January 1990.
At the expiration of said terms, the Board of Selectmen shall appoint successors
to two-year terms.
C.
The Board of Selectmen shall appoint, in accordance with
the provisions of this chapter, two Youth Commission alternates, each of whom
shall serve a term of two years.
D.
The Board of Selectmen shall appoint, in accordance with
the provisions of this chapter, an ex officio student member who shall serve
a term of two years.
E.
All members of this Commission shall serve without compensation,
except for reimbursement of necessary expenses, as authorized by the Board
of Selectmen or as otherwise provided by law, and until their successors have
been appointed and qualified.
A.
The Commission, with the consent of the Board of Selectmen,
may undertake such educational and other activities to implement the youth
program of this community as it deems necessary or desirable.
B.
The Commission shall study continuously the conditions
and needs of young persons in Bethel in regard to employment, health, recreation
and their general welfare and comfort.
C.
It shall analyze public and private services provided
for the young.
D.
It shall encourage the development and coordination of
governmental and nongovernmental agencies and organizations having like or
kindred functions and shall cooperate with them as it deems necessary.
The Commission shall advise and assist the First Selectman and the Board
of Selectmen in fostering and formulating a program that will benefit the
youth of the Town of Bethel and, upon request of the First Selectman, shall
advise him in the appointment of a Director to carry out said functions.
The Commission shall annually choose a Chairman from its members and
such officers as it shall from time to time determine. Meetings of the Commission
shall be held monthly and at such times as the Commission may determine. The
Commission is empowered to adopt rules and regulations for putting into effect
the provisions of this chapter, which rules and regulations shall not be inconsistent
with the provisions hereof. The Commission shall keep records of its meetings
and activities and shall, no less than annually, apprise the Selectmen of
its activities, progress and its recommendations as to the need for implementation
of local programs for youth.
The Board of Selectmen of the Town of Bethel shall fill all vacancies
in the membership of said Commission and may remove any member for cause and,
on request of such member, after a public hearing.
