There is hereby created, pursuant to the provisions of N.J.S.A. 40A:9-137, the position of Township Administrator.
A. 
The Administrator shall be appointed by the Township Committee.
B. 
The Administrator shall hold office at the pleasure of the Township Committee, except that (s)he may be removed at any time by a 2/3 vote of the Township Committee. The resolution of removal shall become effective three months after its adoption by the Township Committee. The Township Committee may provide that the resolution shall have immediate effect; provided, however, that the Township Committee shall cause to be paid to the Administrator any unpaid balance of his/her salary up to the date of the adoption of the resolution and his/her salary for the next three calendar months thereafter.
C. 
The Administrator may, subject to approval by the Township Committee, designate a Township employee to perform the duties of the Administrator during his/her absence or disability, provided that it is less than 30 days. If the Administrator fails to designate an Acting Administrator or should his/her absence or disability exceed 30 days, the Township Committee may make such appointment.
D. 
On removal or resignation of the Administrator, the Township Committee may appoint an employee of the Township or any other person to serve as Acting Administrator for 90 days or until an Administrator is appointed pursuant to Subsection A above, whichever is sooner.
A. 
The Administrator shall be paid a salary as fixed and adopted by the Township Committee in the annual Salary Resolution within the guidelines established in the Township's Salary Ordinance.[1] (S)he shall receive no additional compensation for other positions whose titles (s)he may hold.

B. 
Unless otherwise provided, no Acting Administrator may be paid more than his/her regular salary while serving in that capacity. If the Township Committee by resolution increases the compensation of the Acting Administrator during his/her term of office, such increased compensation shall not exceed the salary set forth in the Salary Ordinance[2] for the position of Administrator.

The Administrator shall be appointed on the basis of his/her executive and administrative qualifications. Previous experience in local government and possession of a degree in public administration or municipal management shall be preferred.
A. 
The Administrator shall be the chief administrative officer of the Township and shall have the following duties and responsibilities:
(1) 
To administer the business affairs of the Township.
(2) 
To generally assist the Township Committee in performing its functions.
(3) 
To assist committees of the Township Committee responsible for overseeing the various municipal departments and to make such reports and recommendations as may be needed or requested by the Township Committee.
(4) 
To direct and supervise, to the extent authorized by law, the administration of all departments, offices and agencies of the Township.
(5) 
To report and make recommendations to the Township Committee on personnel issues and hiring policies.
(6) 
To coordinate the performance of all Township employees and act as liaison between the Township Committee and the Township Attorney, Township Engineer and Township Auditor.
(7) 
To establish and maintain sound personnel practices and maintain appropriate records on all Township employees.
(8) 
To report and make recommendations to the Township Committee on available federal, state and County grant, loan and assistance programs which may be of interest to the Township.
(9) 
To report and make recommendations to the Township Committee on contractual services received, on materials, equipment and supplies purchased, and on the award of bids based on the recommendations of the effected Township departments and any involved consultants.
(10) 
To attend all public meetings of the Township Committee and other meetings when so requested.
(11) 
In conjunction with the Chief Financial Officer, to prepare and submit the proposed Township operating budget annually by obtaining appropriation requests from department heads by October 15 and reviewing such requests with the Township Committee; to transmit a tentative budget to the Township Committee by December 15 and, after consulting with the Township Committee, submit by January 15 his/her final recommendations in the form required by law for municipal budgets and appending thereto a detailed analysis of the various items of expenditure and revenue and such explanatory comment or statement as (s)he may deem desirable.
(12) 
In conjunction with the Chief Financial Officer, to prepare and submit the annual capital budget to be considered and adopted by the Township Committee.
(13) 
In conjunction with the Chief Financial Officer, to monitor the operating and capital budgets after adoption and report at least monthly during the year to the Township Committee on the status of all accounts.
(14) 
To ensure that all laws and all acts of the Township Committee subject to enforcement by him/her or by officers and employees subject to his/her direction and supervision are faithfully executed.
(15) 
To provide the Township Committee with a verbal report on administrative activities of the Township at each regular Township Committee meeting, and submit such written reports as may be requested by the Township Committee.
(16) 
To keep the Township Committee fully advised as to the current and future needs of the Township and make such recommendations concerning the affairs of the Township as (s)he deems advisable.
(17) 
To assist in negotiating contracts for the Township as authorized by and subject to the approval of the Township Committee.
(18) 
To receive and reply to all inquiries and complaints concerning the Township's business and provide information and assistance to resolve them.
(19) 
To investigate, examine or inquire into the affairs or operation of any department, division, bureau, office, board or agency of the municipal government unless prohibited by law.
(20) 
To act as liaison between the Township and other municipalities, the County of Morris and the State of New Jersey.
(21) 
To act as Housing Administrator for the Township.
(22) 
To perform such other duties as may be requested by the Township Committee and perform those duties set forth in the job description established for the Township Administrator's position, which may be modified from time to time by Resolution of the Township Committee.
B. 
Except for the purposes of inquiry, the Township Committee may deal with the staff through the Administrator and, whenever possible, give orders or direction through the Administrator.
A. 
The position of Administrator may be either part-time or full-time as determined by the Township Committee. The Township Committee reserves the right at any time to set specific hours for the Administrator by resolution.
B. 
The Administrator may also perform the functions of the Township Purchasing Agent.
