The Comptroller has the authority to delegate
to the Deputy Comptrollers the power to act, to the extent deemed
necessary by the Comptroller, in the Comptroller's absence. This delegation
must be in writing, signed by the Comptroller and filed with the City
Clerk and the Mayor.
