It is the desire of the Board of County Commissioners of the County
of Allegheny, in the Commonwealth of Pennsylvania and said Board of County
Commissioners hereby signifies its intention to organize a municipal authority
under the Municipality Authorities Act of May 2, 1945, P.L. 382, as amended
and supplemented.
In pursuit of said desire and intention and in conformity with the terms
and provisions of said Municipality Authorities Act and its amendments, the
proposed articles of incorporation are hereby set forth in full as follows:

TO THE SECRETARY OF THE COMMONWEALTH OF PENNSYLVANIA:

In compliance with the Municipality Authorities Act of May 2, 1945,
P.L. 382, as amended and supplemented, the County of Allegheny, pursuant to
a resolution duly adopted by the County of Allegheny signifying said County's
desire and intention to form an authority, hereby certifies:

The name of the Authority shall be “Allegheny County Higher Education
Building Authority.”

B.
|
The Authority is formed under the Act of May 2, 1945, P.L. 382, as amended
and supplemented.

C.
|
No other Authority has been organized under the provisions of this Act
or the Act approved the June 28, 1935, P.L. 463 and is in existence within
said County except Allegheny County Sanitary Authority was incorporated under
the provisions of the Act of May 2, 1945, P.L. 382, as amended, on March 12,
1946, by the County of Allegheny, which was joined herein by the City of Pittsburgh
of March 16, 1955; the Authority for Improvements in Municipalities of Allegheny
County on June 17, 1968; and Allegheny County Hospital Development Authority
on June 17, 1971

The name of the incorporating municipality is “County of Allegheny.”

The names and addresses of the Board of Commissioners of the County

The names and addresses and terms of office of the first members of

The purpose of the Authority is to undertake any projects for any college,
university or institution of higher learning at such locations within or without
the County of Allegheny, and which are authorized by the provisions of the
Municipality Authorities Act of May 2, 1945, P.L. 382, as amended and supplemented.
The proposed articles of incorporation of said Authority shall be executed
by and on behalf of the County of Allegheny by the members of the Board of
Commissioners of said County, or a majority of them, the seal of said County
shall be thereto affixed and attested by the Chief Clerk or Acting Chief Clerk
for said Board. The Solicitor is authorized and directed to cause to be published
the notice of intention to file the articles of incorporation as required
by the aforementioned act, and when said articles of incorporation are properly
executed by the incorporating municipality the same shall be filed with the
Secretary of the Commonwealth.
