The monthly fee of $0.74 per telephone line assessed against every telephone subscriber line in Allegheny County, Pennsylvania, as determined in accordance with the requirements of Act 78 of 1990, as amended,[1] and the County of Allegheny's approved plan for the Enhanced 911 Emergency Communications System is hereby ratified and affirmed and shall remain in effect until further action of the County Council of the County of Allegheny.[2]

All telephone companies who provide or may hereafter provide telephone service to subscribers in Allegheny County are hereby authorized and directed to assess, bill and collect the sum of $0.74 per month per telephone subscriber line and forward the same to the Allegheny County Treasurer on a monthly basis.
Failure or refusal of a telephone subscriber to pay the assessed $0.74 per month per subscriber line fee shall be a violation of this chapter. A violation shall be a summary offense, punishable by a fine of not less than $100 nor more than $400 for the first offense, not less than $200 nor more than $500 for the second offense, and not less than $300 nor more than $600 for the third and subsequent offense.
This chapter shall be subject to and shall be interpreted in accordance with the provisions of Act 78 of 1990, the Public Safety Emergency Telephone Act.[1]

This chapter shall be in full force and effect immediately upon and after its final passage, provided that § 230-3 of this chapter shall take effect on July 1, 2000.
