No motor vehicle or trailer shall be parked
on any road in the Town of Charlestown so as to impede the free and
lawful movement of traffic upon said road.
No motor vehicle or trailer shall be parked
on any road, public or private, or right-of-way in the Town of Charlestown
so as to impede authorized emergency vehicles of any Fire, Ambulance/Rescue
or Police Department in the performance of its public safety duties.
The Town Council/Administrator shall be empowered
to enact temporary parking bans on any road, public or private, or
right-of-way in the Town of Charlestown, in the interest of public
safety; for example, fire, flood, hurricane or other natural or man-made
disaster. Such temporary ban on parking will not exceed seventy-two
(72) hours and shall be announced through media able to broadcast
or distribute in the local area.

Any motor vehicle or trailer found parked in violation of the above §§
206-1 through
206-3, inclusive, shall be removed at the owner's expense and the owner or operator shall be fined in an amount not to exceed fifty dollars ($50.). Enforcement and prosecution of violations of this section shall be through the Chief of Police of the Town of Charlestown or his/her designee by issuance of a summons in the Municipal Court.

All fines levied in §§
206-4 through
206-6, inclusive, are payable to the Town of Charlestown within fourteen (14) days of the offense. Failure to pay the fine as required within fourteen (14) days shall subject the owner or operator of the motor vehicle or trailer to an additional fine not to exceed fifty dollars ($50.) and to answer to the offense in Municipal Court, unless such nonpayment is handled in accordance with §
206-8.

Any fine levied in §§
206-4 through
206-7, inclusive, disputed by the owner or operator of the motor vehicle or trailer may be adjudicated in the Municipal Court, provided that such adjudication is requested in writing within fourteen (14) days of the offense.
