Where the City enters into a lease for the rental of any lands or buildings
not needed for public purposes for a term exceeding one year, or where any
person leases under a rental or other kind of agreement City-owned lands or
buildings for a period exceeding one year, such lease or leases shall be made
subject to a thirty-day termination clause to be exercised at the option of
the governing body at any time after one year from the commencement date of
said lease.
The provisions of this chapter shall not apply to nor affect any lease
made by the City with any of the following:
