Pursuant to the provisions of the Solid Waste Management Authorities Law, N.J.S.A. 40:66A-32 et seq., as amended and supplemented, the City of Clifton, in the County of Passaic, State of New Jersey, a municipal corporation of the State of New Jersey, hereby creates a public body corporate and politic under the name and style of the "City of Clifton Solid Waste Management Authority."
The City of Clifton Solid Waste Management Authority shall constitute a municipal utilities authority contemplated and provided for by the Solid Waste Management Authorities Law and shall be an agency and instrumentality of said City and shall have the powers and authority given to such authorities by the Solid Waste Management Authorities Law and other statutes heretofore and hereafter enacted and applicable thereto.
The City of Clifton Solid Waste Management Authority shall consist of five members who shall be appointed by the governing body of the City of Clifton in the manner provided by the Solid Waste Management Authorities law.
The members of the City of Clifton Solid Waste Management Authority shall receive no compensation for their services.
The City of Clifton Solid Waste Management Authority shall have the power to authorize, issue and sell bonds and other obligations only with the approval of the Municipal Council of the City of Clifton, and the City of Clifton Solid Waste Management Authority may execute contracts or agreements in its name only after any such contract or agreement shall have been approved by the Municipal Council of said City.
A copy of this chapter duly certified by the City Clerk of said City shall forthwith be filed by said Clerk in the office of the Secretary of the State of New Jersey.
