A. 
Any person who violates or fails or refuses to comply with § 203-2, 203-3, 203-4, 203-9, 203-16, 203-21 or 203-25 or with the rules and regulations promulgated by the State Department of Health governing the sanitary conduct and operation of kennels or pet shops to preserve sanitation therein and to prevent the spread of rabies and other diseases of dogs within and from such establishments shall be liable to a penalty of not less than $5 nor more than $50 for each offense, to be recovered by and in the name of the Director of Health of the State of New Jersey, or by or in the name of the town, as the case may be, except that for the first offense in case of violations of §§ 203-2, 203-3 and 203-4, the penalty shall not be less than $1 nor more than $50, to be recovered in the same manner. A person who refuses or neglects to pay forthwith the amount of a judgment rendered against him and the costs and charges incident thereto may be committed by the Judge for a period not exceeding 10 days in the case of a first conviction, and, in the case of a second, subsequent or continuing violation, for a term not exceeding 30 days.

B. 
Any person who violates the provisions of § 203-10, 203-11, 203-12, 203-27, 203-28, 203-29, 203-30 or 203-48 shall, upon conviction thereof, be punished by a fine not exceeding $500 or by imprisonment for a period not exceeding 90 days, or both.
