As used in this article, the following terms shall have the meanings indicated:
EUTHANASIA
The humane disposition of a dog or cat by use of lethal injection.
It is hereby determined that the City of Clifton is desirous of implementing a low-cost system for the humane disposition of unwanted owned dogs or cats for owners who are residents of the City of Clifton. In order for the City to implement such a system, it will be necessary to charge a fee to cover reasonable costs and services.

The following fees will be charged to residents of the City of Clifton for euthanasia services for their owned pets by the Animal Control Officer or his duly authorized representative:
A. 
Large dogs greater than 40 pounds: $100.
B. 
Small dogs 40 pounds or less: $75.
C. 
Cats: $50.

The Clifton Animal Control Officer/Animal Cruelty Investigator must be satisfied of proof of ownership before a resident can surrender his/her pet for disposition. All fees must be paid at the Clifton Health Department and all rights of ownership shall released to the City of Clifton before euthanasia can take place. The disposition of an euthanized dog or cat will become the responsibility of the City of Clifton.
Whenever the City of Clifton's capability to provide this service becomes diminished, this program will cease until such time that the capability is restored. No dog or cat will be euthanized if it has been determined that said dog or cat has been involved in a biting incident within 10 days of relinquishing the dog or cat for euthanasia unless the owner agrees that the dog or cat be made available for rabies examination at his own expense.
