A. 
General. All powers of the township and determination of all matters of policy shall be vested in the Township Council, except as otherwise provided by the Charter, General Law or the Administrative Code.
B. 
Independent annual audit. In accordance with N.J.S.A. 40A:5-4, the Council shall employ a registered municipal accountant of New Jersey to prepare its annual audit or, in its discretion, may enter into an agreement with the Director of the Division of Local Government Services for an annual audit to be made by qualified employees of the Division. The engagement of an individual audit manager is to be limited to a maximum of four consecutive years, and once any individual audit manager has served the Township for four consecutive years, the Township Council shall appoint a different individual as audit manager for the fifth consecutive year. Notwithstanding this limitation, the Township Council may engage a different individual as audit manager from within the same auditing firm as the audit manager engaged for the preceding four years.

C. 
Board of Health. The legislative functions, powers and duties of a Municipal Board of Health under Title 26 of the Revised Statutes shall be vested in and exercised by the Township Council.
D. 
The Galloway Township Municipal Utilities Division is a division of the Municipal Council with the responsibility for planning and approving sanitary sewerage service in the Township and has the same purpose as that of the original Galloway Township Municipal Utilities Authority which was dissolved in 1981.

A. 
Selection. At the reorganization meeting held in January following each November election at which members of Council are regularly elected, the members of Council shall assemble at the usual place of meeting of Council and organize and elect one of the members of Council as Mayor. The Mayor shall be chosen by majority vote of all members of Council, and if the members cannot agree on the selection of a Mayor, the selection will be dictated by Article 12A, Section 9-6, of the Charter (N.J.S.A. 40:69A-86). The Mayor shall serve until January 1 following the next such election at which members of Council are regularly elected.

B. 
Powers and duties. The Mayor shall have such powers and duties as are vested in him by ordinance, the Charter and general law. The Mayor shall preside at all meetings of the Council and shall have a voice and vote in its proceedings. All bonds, notes, deeds, contracts and written obligations of the township shall be executed in its behalf by the Mayor. In the event of the Mayor's inability to act, the Municipal Council shall designate a Councilman to act as Mayor.
C. 
Deputy Mayor. In addition to the election of the Mayor, Council shall at the same time and in the same manner also elect one of the members of Council as Deputy Mayor. The Deputy Mayor shall serve in the place of the Mayor in the Mayor's temporary absence, disability or disqualification.
