A. 
The number of taxi owner's licenses to be issued by the Township Council shall not exceed 25. The Township Council, in accordance with N.J.S.A. 48:16-2.3, is authorized to issue licenses to the highest qualified bidder therefor at a sale by public auction conducted or supervised by the Municipal Clerk.
B. 
As of 2010, the Township's population is 40,742. Upon reaching 43,000, the Township Council may authorize one additional taxi owner's license and may add an additional taxi owner's license for each increase in Township population of 2,000, thereafter, in accordance with state law.
C. 
Each new taxi owner's license or taxi owner's license that has been revoked and surrendered to the Township and available for sale shall be issued pursuant to the public auction procedures set forth in this chapter.
All existing taxi owner's licenses shall expire and shall be null and void by operation of law as of 11:59 p.m., December 31, 2013. All owners desiring to obtain a taxi owner's license within the Township of North Brunswick must bid for same by public action as set forth in §§ 311-8 and 311-9 of this chapter. Any owners operating taxis within the Township of North Brunswick without a valid taxi owner's license shall be deemed in violation of this chapter and shall be subject to the punishments and fines set forth in § 311-30A of this chapter.
