The originals of said maps are on file in the office of the Borough Clerk and are to remain there as a permanent record of the Borough.
A.
Every lot, tract or parcel of land within the limits of the Borough is hereby assigned the number designated on the above-mentioned key maps.
B.
A number shall be assigned to every 50 feet of street frontage, regardless of the original frontage of the lot or plot upon which said building is erected.
In accordance with the maps aforesaid, state highway Route No. 17 shall be the axis for east and west designation and state highway Route No. 4 shall be the axis for north and south designation. North of Route No. 4 shall be designated with a prefix "N" before the number. South of Route No. 4 shall be designated with a prefix "S" before the number. West of Route No. 17 shall be designated with a prefix "W" before the number. East of Route No. 17 shall be designated with a prefix "E" before the number.
All numbers for buildings on present streets or future streets shall be so numbered that the projection of said streets to state highway Route No. 4 and state highway Route No. 17 shall begin with number one at said state highway Route No. 17 and state highway Route No. 4.
Said buildings, lots or plots located on the north and west side of any street shall be designated with odd numbers. Said buildings, lots or plots located on the south and east side of any street shall be designated with even numbers.
All buildings and lots of land along the streets of the Borough shall be numbered in accordance with the numbers on said key maps of the Borough. It shall be the duty of all owners of buildings within the Borough to forthwith have their buildings numbered in conformity with the numbers designated on said key maps of the Borough and have the same displayed on said building as provided in this chapter.
The owner of a building shall ascertain from said key maps of the Borough the correct number or numbers applicable to said building and place or affix the same on the street side of such building. Such number or numbers shall be at least three inches in height.
In cases where the property owner shall have failed to ascertain and affix upon any building the number or numbers applicable to said building as provided in §§ 183-6 and 183-7, the Department of Public Works shall serve a notice upon the owner, by personal service or by registered or certified mail addressed to his last known address, to affix the required number within three days after receipt of said notice. In cases where the owner shall have failed or refused to affix said required number within the time provided in the notice, the Department of Public Works shall cause to be affixed to said building the number or numbers applicable to the same. Said Department shall certify the cost thereof to the Council. Upon receipt of the certificate, the Council shall examine the same and, if found correct, shall cause such cost to be charged to the owner or owners of the land upon which said building is situated. The amount so charged shall thereupon become a lien and tax upon such lands and shall be added to and become part of the taxes next to be levied and assessed upon such lands. Said amount shall bear interest at the same rate and shall be collected and enforced by the same officers and in the same manner as taxes.
