There will be created in the Borough of Paramus
a Leaf Recycling Trust Account to serve as a respository for funds
collected from the sale of the processed leaves.
Moneys deposited in the trust account will used
to defray the cost of composting and processing of leaves and the
sale and distribution of the composted product.
The sale and distribution of the processed leaves
shall be administered by the Board of Shade Tree and Parks Commissioners.
The trust account shall be administered by the
Chief Financial Officer/Treasurer of the Borough of Paramus.
The Board of Shade Tree and Parks Commissioners
shall compile a list of all operational costs for payment from all
sources of leaf composting, processing and distribution of the leaves
and the leaf mulch product for the Chief Financial Officer/Treasurer
of the Borough of Paramus.
Payment for the processed leaf product shall
be in the form of a certified check payable to the Borough of Paramus
at the time the product is picked up.
