Every person owning, leasing or using any stall,
stable, shed, barn or other place in which any domestic animal or
animals shall be kept or any other place in which any manure or refuse
from such animals may collect or accumulate shall at all times keep
or cause to be kept such a place and appurtenances thereof in a clean
and healthful condition so as not to create a nuisance. All small
animals and poultry shall be kept in suitable shelters or coops; such
shelters and coops must be kept thoroughly clean at all times and
open to inspection at all times by the Board or its agents. Such shelters
or coops shall be cleaned at least once a week and more often if the
Board or its agents shall so require.
A.
No rabbits, hares, guinea pigs or similar animals
and no poultry shall be kept or permitted to be kept in the Borough
less than 50 feet away from the doors or windows of any building occupied
by human beings, whether used for dwelling or business purposes.
B.
No person shall keep, raise, breed or sell any sheep
or goat in the Borough less than 100 feet away from any building occupied
by human beings, whether for dwelling or business purposes.
C.
No person shall keep, raise, breed or sell any skunk,
mink or fox in the Borough less than 500 feet away from any building
occupied by human beings, whether for dwelling or business purposes
thereof.
Every stable or place where domestic animals
are kept shall be so constructed and drained that all fluid excrement
or foul washings are disposed of in a manner that will not create
a nuisance. All of the surface of the ground beneath such stalls,
stables or buildings or of the yard adjoining shall be covered with
a concrete or other watertight covering, such material and manner
of construction to be subject to the approval of the Board.

A.
No establishment, shelter or business shall be maintained
for the purpose of selling or raising for sale any animal as pets
or for other uses in the Borough unless a permit for that purpose
has been obtained from the Board, and all animals shall be kept in
suitable shelters, cages, coops or tanks; such facilities must be
kept thoroughly clean and open to inspection at all times by the Board
or its agents.
B.
The Board may grant such permits annually at a fee
of $100.
A.
Animals maintained by a person or persons for private
or business purposes that endanger the health and safety of other
persons or property by reason of improper methods of restraint or
containment shall hereby be declared a nuisance.
B.
Failure to abate shall be cause for the enforcing
official of the Borough or Board to remove the animal to an appropriate
shelter until the court shall rule on its disposition.

A.
No person shall maintain an animal shelter or kennel
in the Borough without first obtaining a permit for that purpose from
the Board. Suitable facilities shall be provided for the keeping of
animals which meet the acceptable standards of health and sanitary
conditions for animals as established by the Board, this code and
the New Jersey Department of Health and Senior Services.
B.
The Board may grant such permits annually at a fee
of $75.
