[Adopted 8-11-1980 by Ord. No. 137 as Ch. 1 of the Grosse Ile Township Code]
In the construction of the Code, the following definitions or rules of construction shall control unless the context clearly requires otherwise:
A. 
Definitions. As used in this Code, the following terms shall have the meanings indicated:
COUNTY
Wayne County, Michigan.
OWNER
As it applies to a building or land, includes any part owner, land contract vendor or vendee, joint owner, owner by any type of tenancy and in general any person that has any interest in the subject building or land.
PERSON
Includes any individual, copartnership, association, unincorporated club, joint venture or corporation, any trust or any other group or combination of persons acting as a unit and in general any entity or organizations through which more than one person can act.
PROPERTY
Includes both real and personal property unless a particular section indicates otherwise.
PUBLIC ACTS
The public acts of the State of Michigan.
PUBLIC PLACE
Any public roadway, any public park, any public building or public place of assembly and in general any place open to or frequented by the public whether such place is owned by a public agency or by a private individual.
TOWNSHIP
The Township of Grosse Ile, Wayne County, Michigan.
TOWNSHIP BOARD OR BOARD
The legislative body of the Township of Grosse Ile.
B. 
Rules of construction.
(1) 
Delegation of authority. Whenever a provision appears requiring an officer or head of a department of the Township to do some act or to make certain inspections, it is to be construed as authorizing the officer or head of the department to designate, delegate and authorize subordinates to perform the required act or make the required inspection unless the terms of the particular chapter or section designate otherwise.
(2) 
Gender. A word implying or identifying the masculine gender shall extend and be applied to females and to other legal entities such as corporations, firms, partnerships, etc., unless the context of a particular section requires a limited construction.
(3) 
Interpretation. In the interpretation and application of any provision of this Code, such provision shall be held to be the minimum requirements adopted for the promotion of the public safety and general welfare. Where any provision of the Code imposes a greater restriction upon a particular subject matter than a general provision imposed elsewhere by the Code, the provision imposing the greater restriction or regulation shall be deemed to be controlling.
(4) 
Names of commissions. The name or title of any officer, board, commission or agency when appearing alone in the Code is to be construed as if the words "of the Township of Grosse Ile, Wayne County, Michigan" followed it.
(5) 
Number. A word implying the singular number shall be applied to several persons and things in addition to one person and thing, unless a specific section requires a limited construction.
The headings of the sections of this Code are intended to indicate the contents of the sections and shall not be deemed to be the titles of such sections nor any part of the section itself.
A. 
Unless another penalty is expressly provided in this Code or in any amendment thereof, a person convicted of a violation of any section or chapter or provision of this Code or convicted of the commission of any act declared to be a misdemeanor or an offense by this Code shall be punished by a fine which shall not exceed the sum of $500 or by imprisonment for not more than 90 days, or by both such fine and imprisonment. Each act of violation and every day upon which such violation shall occur or continue shall constitute a separate offense.
B. 
This Code may also be enforced by suit for injunction, action for damages, or by or through any other legal process appropriate to the enforcement thereof.
Whenever any act or omission to act is a violation of this Code or of any rule or regulation adopted hereunder, any person who causes, secures, aids or abets such violation may be prosecuted and any conviction thereof shall be punished as if he had directly committed such violation.
