A. 
Fees authorized in the City Code shall be established by the City Council in a Schedule of Fees adopted by resolution at the time of the Annual Budget Ordinance.
B. 
The City Council shall conduct a public hearing on the proposed Schedule of Fees prior to its adoption.
C. 
After adoption of the resolution, a copy of the Schedule of Fees shall be posted in the Police Department, Finance Department, Administrative Lobby, Code Enforcement, and Public Works Department.

Any person who pays a fee assessed under the City Code shall further pay a returned check fee to the City should the check be returned for lack of sufficient funds. The returned check fee established by this section may be modified from time to time by resolution of the Mayor and Council.
