A. 
Whenever, in the judgment of the Chief of Police, it is necessary for the safety or control of vehicular or pedestrian traffic or for the regulation of the use of public parking areas, he may direct the installation of "stop," "no parking," "speed limit," "one way" and other traffic control devices and parking restriction signs designed to control, regulate, warn or guide traffic, or limit parking on public streets or other public areas in the City.
B. 
Notwithstanding the provisions of Subsection A, the Council may by resolution order such signs to be erected. The Director of the Department of Public Works shall place, erect and maintain upon and along the public streets of the City such traffic signs and devices as the Council may hereafter direct.
C. 
Whenever official traffic control devices are placed in accordance with the requirements of this chapter, such devices shall be presumed to have been so placed by the official act or direction of lawful authority unless the contrary shall be established by competent evidence.
D. 
All traffic control signs, signals and devices in place on the adoption date of this section are hereby ratified and confirmed.
A. 
The maximum speed at which any vehicle may be operated upon any public street within the City of New Carrollton, except as may be provided elsewhere in this chapter, shall be twenty-five (25) miles per hour, and it shall be unlawful for any person to drive a vehicle in excess of such maximum speed when signs are in place giving notice thereof.
B. 
If, on the basis of an engineering and traffic investigation, it is determined that a maximum speed greater or less than twenty-five (25) miles per hour would be reasonable and safe under conditions found to exist upon any public street or part of a public street, the City Council may declare, by amendment to this chapter, that a different maximum speed be established. Any altered maximum speed limit established as herein authorized shall be effective when appropriate signs giving notice thereof are erected upon the street, and it shall be unlawful for any person to drive a vehicle in excess of such posted maximum speed.
No person shall drive or operate any vehicle in, upon or over any public street, alley or travel lanes in a public parking lot whereon official "One-Way Street" signs have been erected, in a direction contrary to the directions or instructions contained or displayed on any such sign, nor enter any such street at the end thereof where such signs have been erected upon those streets, alleys, or travel lanes in a parking lot.
A. 
The City Council is hereby authorized to restrict or regulate the turning of vehicles or specified types of vehicles at any intersection within the City of New Carrollton. The Council may prohibit drivers of vehicles from making right, left or U-turns at any intersection or may require vehicles approaching an intersection in certain designated traffic lanes to turn in a specified direction upon reaching the intersection.
B. 
All turning regulations or restrictions shall be designated by appropriate signs, and no driver of a vehicle shall drive or operate any vehicle in, upon or over any public street, alley or travel lanes in a public parking lot in a manner contrary to the instruction contained or displayed on any such signs.
A stop sign shall be erected and maintained on each and every public street intersecting a designated through street; and at the intersection of two (2) designated through streets, stop signs shall be erected and maintained at all approaches to the intersection.
A. 
The City Council may designate any intersection of public streets within the City where a particular hazard exists as a stop intersection or a yield intersection. In such event, stop signs or yield signs, whichever is so designated, shall be erected and maintained at each such intersection.
B. 
Wherever a stop sign has been erected pursuant to the authority of this section, all vehicles shall come to a complete stop. Where a stop sign has been erected, no vehicle will cross or enter the intersecting street until a crossing or entry can be safely made without interfering with traffic on the intersecting street. All vehicles required by such sign to stop shall also yield the right-of-way to pedestrians crossing the intersecting street or the street upon which such sign appears, whether on a marked pedestrian crosswalk or where no crosswalk exists.
C. 
At any point where a yield sign has been erected pursuant to the authority of this section, all vehicles will yield the right-of-way to other vehicles on the street intersecting the street on which the yield sign appears. Where a yield sign has been erected, no vehicle will cross or enter the intersecting street until a crossing or entry can be safely made without interfering with traffic on the intersecting street. All vehicles required by such sign to yield shall also yield the right-of-way to pedestrians crossing the intersecting street or the street upon which such sign appears, whether or not there is a marked pedestrian crosswalk.
A. 
The City Council shall have the power to adopt reasonable traffic regulations, including the power to prohibit the use of certain streets and provide adequate alternative routes for the operation of truck traffic and passenger buses which have a maximum width in excess of ninety-six (96) inches over regularly scheduled routes within the City of New Carrollton, where the use of certain streets or routes may menace the public safety or unduly congest traffic.
B. 
The provisions of this section shall not apply to any motor vehicle used exclusively for the transportation of pupils to and from public or private schools, to taxicabs or to individuals transporting passengers as an incident to their own transportation.
When signs are erected giving notice thereof, no person shall at any time pass a moving motor vehicle upon any City streets or parts thereof.
