by Ord. No. 1126-91. Said Ord. No. 1074-89
also provided that the City of Passaic shall undertake responsibility for
the payment of all creditors and obligees of the Municipal Utilities Authority
and shall make adequate provision for the assumption of those services, financial,
contractual and otherwise, provided by the Municipal Utilities Authority which
are necessary for the health, safety and welfare of the citizens of Passaic,
including but not limited to garbage, sewers and recycling.]
