shall include the following:

All prior Tables of Organization and Salary Ordinances for the
Passaic Police Department shall be hereby repealed.
The establishment of this Table of Organization for the Passaic
Police does not require that all of these positions be filled but
that the numbers of police officers in the various positions shall
not exceed those set forth in this Table unless the Table is amended
by the City.
