A. 
The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138 or any other New Jersey statutes or as hereinafter provided.
B. 
No person shall park a motor vehicle in any parking space on public or private property appropriately marked for vehicles for the physically handicapped unless the vehicle is authorized by law to be parked therein and a handicapped person is either the driver or a passenger in the vehicle.
C. 
Any person parking a motor vehicle in a parking space restricted for the physically handicapped without a special vehicle identification card shall be liable to a fine of $250 for the first offense and, for subsequent offenses, a fine of at least $250 and up to 90 days' community service on such terms and in such form as the court shall deem appropriate, or any combination thereof.

A. 
Purpose. The purpose of this section is to provide for the establishment of handicapped parking spaces on public streets in front of private residences.
B. 
Procedure. Parking spaces will be provided upon presenting a completed application to the City Clerk including the payment of costs for labor and materials needed for the construction of the sign, administrative fee for processing the application and verifying that the applicant has been issued the special identification cards by the Division of Motor Vehicles. A person whose application is approved shall, in addition to the above:

(1) 
Provide a certification on an annual basis, or other form as provided by the Police Department, stating that they still live at the address where the sign is located and that they are still in need of the space and that they still possess a valid special identification card by the Division of Motor Vehicles. (There shall be no fee required for the renewal of a reserved handicapped parking space).
C. 
Legislative authority. This section is enacted in accordance with N.J.S.A. 39:4-197.5 and 40:48-2.46, which does confer upon the City the right to establish handicapped parking spaces in order to preserve and safeguard the public health, safety, morals and welfare.
D. 
Designation of areas; signs. The spaces shall be marked by signs indicating the handicapped parking spaces in conformance with the Manual on Uniform Traffic Control Devices for Streets and Highways, most recent edition, on file with the New Jersey State Department of Transportation, as may be amended from time to time.
E. 
Record of locations. The Chief of Police shall have the authority and responsibility of maintaining a list of all handicapped parking spaces approved under this section.
F. 
Violations and penalties. The parking of an unauthorized vehicle shall constitute an offense punishable by a fine not less than $100 nor more than $1,000, imprisonment for a term not exceeding 90 days and/or a period of community service not exceeding 90 days.

A. 
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I (§ 278-32) attached to and made a part of this chapter.
B. 
In addition, no person shall park a vehicle in a residential zone on any surface other than surface parking lots, in structured parking garages or in mechanical parking facilities. For purposes of this section, a parking space shall be surfaced concrete, asphalt, or unit pavers.
C. 
Parking restricted on public highways and rights-of-way.
(1) 
The following are prohibited from parking in the City of Pleasantville on a public street, right-of-way or highway between the hours of 10:00 p.m. and 6:00 a.m.: camper, travel trailer, house trailer, mobile home, self-propelled housing unit, motorboat, sailboat or other motor craft or any trailer or apparatus for carrying the same, truck larger than one ton commercial in size, tractor, trailer, semitrailer, bus, vehicle exceeding 850 cubic feet in size or inoperable vehicle.
(2) 
Said vehicles may be parked in legal parking spaces only for the purpose of providing the service or delivery of goods and only as long as necessary to complete the delivery. This includes the parking of vehicles of local business establishments during the normal business day on the street in a legal parking space during the course of the normal business day, in accordance with time restrictions established by the City.
(3) 
Police, fire and other municipal vehicles, as well as county, state and federal vehicles, vehicles of other public bodies and utility companies shall be exempted from the restrictions hereof, provided that they are fulfilling legitimate governmental functions.
D. 
No parking and/or stopping or standing of vehicles shall be permitted within five feet of either side of a driveway which abuts a public right-of-way within the City limits.
E. 
No parking and/or stopping or standing of vehicles shall be permitted within 50 feet of the bike path, except on streets that dead end into the bike path. The streets which are the exception are: Willard Avenue, Maple Avenue and Greenfield Avenue.
F. 
Notwithstanding any of the provisions of § 278-6:
(1) 
Not more than one commercial motor vehicle in excess of 10,000 pounds gross vehicle weight (GVW) shall be parked or stored overnight on any occupied property which is primarily used for residential purposes or on any property in a residentially zoned area, except for vehicles engaged in construction parked or stored on an active construction site. This provision shall not apply to passenger automobiles with commercial motor vehicle registration.
(2) 
Commercial vehicles, such as, any campers, travel, vacation or house trailer, vacation house, truck, half ton or larger in size, which is commercially registered; panel van; tractor; trailer, semitrailer; jitney; bus; or omnibus, plus commercial vehicles in excess of 10,000 pounds gross vehicle weight (GVW) as rated by the manufacturer shall not be permitted to park on residential streets between 11:00 p.m. and 6:00 a.m.

No person shall park a vehicle between the hours specified in Schedule II (§ 278-33) of any day upon any of the streets or parts of streets described in said Schedule II attached to and made a part of this chapter.

No person shall stop or stand a vehicle during the time specified in Schedule III (§ 278-34) of any day upon any of the streets or parts of streets described in said Schedule III attached to and made part of this chapter.

No person shall park a vehicle for longer than the time limit shown in Schedule IV (§ 278-35) of any day upon any of the streets or parts of streets described in Schedule III attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule V (§ 278-36) attached to and made a part of this chapter, except at the angle designated and only within the painted white stall lines.
