A Length of Service Awards Program (LOSAP) is hereby created in accordance with Chapter 388 of the Laws of 1997,[1] to reward members of the Upper Saddle River Volunteer Fire Department, Upper Saddle River Volunteer Ambulance Corps and Saddle River Valley Rescue Squad for their loyal, diligent and devoted services to the residents of the Borough of Upper Saddle River.

The LOSAP shall provide for fixed annual contributions to a deferred-income account for each volunteer member that meets the criteria set forth below; that such contributions shall be made in accordance with a plan that shall be established by the Borough of Upper Saddle River pursuant to P.L. 1997, c. 388;[1] and that such plan shall be administered in accordance with the laws of the State of New Jersey, the United States Internal Revenue Code, and this chapter.

The LOSAP shall provide for annual contributions to each member that meets the criteria as follows:
A. 
One hundred points are required to be met for a member of the Volunteer Fire Department, 200 points are required to be met for a member of the Volunteer Ambulance Corps and 100 points are required to be met for a member of the Saddle River Valley Rescue Squad to be eligible for an annual contribution.
B. 
To be eligible, the volunteer must complete all requirements mandated by law.
C. 
Five years of service are required for vesting.
D. 
The annual contribution for a member of the Volunteer Fire Department and Volunteer Ambulance Corps shall be $1,150 per eligible member. The annual contribution for a member of the Saddle River Valley Rescue Squad shall be $575 per eligible member.
E. 
For the year 2006, the annual contribution shall be increased by 2%. For years after 2006, the annual contribution for a member shall be the annual adjustment based on the consumer price index (CPI), as calculated by the Director of the Division of Local Government Services.

The estimated cost of the program has been calculated as follows:
A. 
For regular annual service: $57,500 per year.
Each active volunteer member shall be credited with points for volunteer services provided to the Upper Saddle River Volunteer Fire Department, the Upper Saddle River Volunteer Ambulance Corps and the Saddle River Valley Rescue Squad in accordance with the following schedules:[1]

Volunteer Fire Department: Schedule A.
B. 
Volunteer Ambulance Corps: Schedule B.
C. 
Saddle River Valley Rescue Squad: Schedule C.

This chapter shall not take effect unless it is approved by voters as a public question at the General Election on November 6, 2001.
