This chapter amends § 4-402 of the Village Law of the State of New York.
A. 
The Mayor and Board of Trustees shall appoint the Village Clerk in accordance with the provisions of New York State.
B. 
The Mayor and Board of Trustees shall, on an annual basis, fix the compensation for the position.
C. 
The Village Clerk shall be appointed without regard to political affiliation and solely on the basis of professional qualification.
D. 
The Village Clerk nay simultaneously hold another position in and for the Village as an officer or full-time employee thereof.
The Village Clerk need not be a resident of the Village of Elmsford but must be a resident of the County of Westchester.
The Village Clerk shall report to and be under the supervision of the Village Administrator pursuant to Chapter 73, Village Administrator, of the Village of Elmsford Code.
The Village Clerk shall have all such duties and responsibilities as prescribed by state law and such other duties and responsibilities as may be assigned by the Mayor and Board of Trustees.
All existing local laws, codes and regulations of the Village shall remain in full force and effect except insofar as they conflict with the provisions of this chapter, in which case the provisions of this chapter shall prevail.
