No person shall in any way (including the parking or standing of a motor vehicle) obstruct, encumber, occupy or throw, lay or place any material, or aid or abet the obstruction, encumbrance, occupancy or throwing, laying or placing of any material, in or upon any street, lane, alley, sidewalk, highway, municipal right-of-way, public place or public grounds in said Village, except so far as the same may be necessary for the erection or repair of a building, or the grading or improvement of a lot, and only so long as the Board of Trustees shall consent thereto for the loading or unloading of vehicles, provided always that a passageway of sufficient width shall at all times be kept clear and open for vehicles or pedestrians, and provided also that such obstruction shall at all times be carefully and properly guarded and lighted at all times during the night in a manner satisfactory to the Board of Trustees.
A. 
No person, firm or corporation shall dig or cause to be dug into, to or across any street, alley, sidewalk, highway, public place or public grounds in said Village any trench, ditch or other opening for any purpose without the consent of the Board of Trustees, Superintendent of Highways, Highway Foreman or Street Commissioner.

B. 
All such ditches or trenches or other openings shall be at all times carefully and properly guarded and lighted at night in a manner satisfactory to the Board of Trustees.

Any person, firm or corporation violating any of the provisions of this article shall be subject to a penalty of not less than $50 nor more than $1,000 for each and every violation.
