A. 
Parking on Main Street and Central Avenue. Both sides of State Highway Route 9A, also known as "Saw Mill River Road" and also known as "Central Avenue," and both sides of State Highway Route No. 119, also known as "Tarrytown-White Plains Road," and also known as "Main Street," are hereby designated as parking spaces, except those designated locations enumerated in § 316-18 of this chapter, where parking is specifically prohibited, and spaces in front of private driveways. Except in an emergency or in compliance with the direction of a police officer, all motor vehicles, motorcycles, bicycles or omnibuses shall, when parked in said parking spaces, be parked parallel with the curb.
B. 
Parking on other streets. Except as herein otherwise provided, all motor vehicles, motorcycles, bicycles or omnibuses shall be parked parallel with the curb.
C. 
Village parks. Any vehicle parked, standing, stopped or otherwise located in any parking area of any Village park in violation of any posted signage for said parking area shall be deemed a violation of this Chapter 316.

No vehicle shall be parked in the Elmsford Village Hall Parking Lot except while the driver or a passenger from the vehicle is conducting business or attending a meeting or function in the Elmsford Village Hall. No vehicle shall be parked in the Elmsford Village Hall Parking Lot for longer than is necessary to conduct such business or to attend such meeting or function. The Elmsford Village Hall Parking Lot is subject to closure or limitation in the number of vehicles therein at any time at the sole discretion and direction of the Mayor or the Chief of Police or their designees in order to ensure the safe and orderly operation thereof.

Any motor vehicle, motorcycle, bicycle or omnibus, when left standing parallel with the curb, shall be placed as near to the curb as practicable, with both front and rear wheels not more than six inches from the curb. No vehicle shall be stopped with its left side to the curb.
No person shall park a vehicle on any portion of a public highway for the purpose of:
A. 
Displaying it for sale.
B. 
Washing, greasing or repairing such vehicle, except repairs necessitated by an emergency.
The Police Department of the Village of Elmsford is hereby authorized and directed to conspicuously post suitable signs in the above streets where the above restrictions apply.
Except in an emergency or in compliance with the directions of a peace officer, no vehicle shall be parked between the hours of 7:00 a.m. and 7:00 p.m. over one hour on the following streets in the Village of Elmsford:
A. 
State Highway Route No. 119, also known as "Tarrytown-White Plains Road" and also known as "Main Street," between the easterly and westerly boundary lines of the Village.
B. 
State Highway Route No. 9A, also known as "Saw Mill River Road" and also known as "Central Avenue," between the southerly and northerly boundary lines of the Village.
C. 
East side of South Stone Avenue from Main Street to Van Wart Street.

Except in an emergency or in compliance with the directions of a peace officer, no vehicle shall be parked between the hours of 6:00 a.m. and 9:00 p.m. over two hours on the easterly and/or westerly side of North Stone Avenue for the entire length of the street.

The following parking spaces shall be designated handicapped parking spaces subject to the requirements of § 1203-B of the Vehicle and Traffic Law of the State of New York:
(1) 
One parking space on the west side of North Lawn Avenue 10 feet from the intersection of North Lawn Avenue with Main Street.
(2) 
Intersection of Route 119 and North Mortimer Avenue west of bus stop.
(3) 
The north side of East Main Street from a point 95 feet west of North Mortimer Avenue for a distance of 36 feet west.

B. 
All handicapped parking spaces shall be marked in accordance with the laws, rules and regulations of the State of New York.

A. 
Reasons for removal; tow-away zones.

(1) 
Whenever a vehicle is parked or abandoned on any public highway within the Village of Elmsford during snowstorms, floods, fires or other public emergencies, or found unattended where it constitutes an obstruction to traffic or any place where stopping, standing or parking is prohibited, said vehicle may be removed by the Police Department or Fire Department or their agents.
(2) 
Tow-away zones. The Village Board hereby establishes certain areas as tow-away zones and declares it to be in the public interest and in the interest of the public health, safety and welfare to declare these areas.
(a) 
Areas.
[1] 
From the east side of the entrance ramp of the Sy Syms property on Route 119 easterly 385.4 feet to the west side of the exit ramp of the Town Hall Shopping Center approximately 385.4 feet.
(b) 
Any motor vehicle parked or left standing this zone shall be towed away by or under the direction of the Police Department and brought to a public garage or to police headquarters to be safely kept until redeemed.
(c) 
Any vehicle so towed away may be redeemed by its owner on presentation of the registration, proof of insurance and the tendering and paying of the reasonable cost of the towing charge plus the reasonable cost of storing said motor vehicle until it has been redeemed. Said charges shall constitute a first possessory lien upon said vehicle.
(d) 
The Chief of Police is hereby authorized and directed to make said zones as required by the manual and specifications of the Department of Transportation.
(3) 
This chapter shall take effect only upon the consent of the Department of Transportation of the State of New York.
B. 
After such removal, the Police Department or Fire Department may store such vehicle in a suitable place and charge the reasonable cost of such storage to the owner or operator of any such vehicle.
C. 
Such owner or operator may redeem the vehicle upon payment to the Village Treasurer of the amount of all expenses actually or necessarily incurred in effecting such removal, such charges not to exceed $75, together with any charges for storage, such storage not to exceed $20 per day or fraction thereof.

D. 
The Police Department or Fire Department shall, without delay, report the removal and disposition of such vehicle to the Village Clerk, and it shall be the duty of such Village Clerk to ascertain the owner of such vehicle or operator thereof and to notify him of the removal and disposition of such vehicle and the amount which will be required to redeem the same.

It shall be unlawful for any person to store or deposit or cause or permit to be stored or deposited an abandoned, junked, discarded or unlicensed motor vehicle upon any public highway within the corporate limits of the Village of Elmsford. The Police Department of the Village is hereby authorized and directed to forthwith remove from such public highway said abandoned, junked, discarded or unlicensed motor vehicles and cause the same to be destroyed. Any person violating this section shall be punishable by a fine of $500.[1]

A. 
There are hereby established loading zones described as follows:
(1) 
West side of Stone Avenue northerly from the corner of East Main Street for a distance of 143 feet to be used exclusively for the loading and unloading of vehicles.
B. 
No person in charge of a passenger vehicle shall allow such vehicle to park or remain standing in such loading zones except to take on or discharge passengers or load and unload merchandise and then only for such length of time as is necessary for such purpose and in no case over five consecutive minutes.
C. 
No person in charge of or operating a commercial vehicle as defined in § 335-3B of this Code shall allow such commercial vehicle to park or remain standing in any loading zone in the Village except to take on or discharge passengers or load and unload merchandise and then only for such a length of time as is necessary for such purpose and in no case for over six hours in any twenty-four-hour period.

Eastbound.
(a) 
On the south side of West Main Street, between the easterly curbline of Valley Avenue and a point 60 feet east of the easterly curbline of Valley Avenue.
(b) 
On the south side of West Main Street, between a point 60 feet west of the westerly curbline of South Central Avenue and the westerly curbline of South Central Avenue.
(c) 
On the south side of East Main Street, between a point 60 feet west of the westerly curbline of Stone Avenue and the westerly curbline of Stone Avenue.
(d) 
On the south side of East Main Street, between a point 60 feet west of the westerly curbline of Hillside Avenue and the westerly curbline of Hillside Avenue.

On the south side of East Main Street, between a point 200 feet east of the easterly curbline of the library driveway and a point 260 feet east of the easterly curbline of the library driveway.
(h) 
On the south side of West Main Street, for a distance of 60 feet from the easterly curbline of the exit drive to 200 West Main Street, Sheet 3, Section 13, Block 808, Lot 3-6 (the Hampton Inn).

On the south side of East Main Street, from South Hillside Avenue 50 feet east.

A. 
No motor vehicle, motorcycle, bicycle or omnibus shall park, stand or be standing on the entire east and west sides of the dead end section of North Evarts Avenue south of 287 during snow fall.
B. 
Motor vehicles shall be permitted to park for a period of two minutes on the south side of East Main Street, at one space in front of 4 East Main Street.

No southbound vehicle, motor vehicle, motorcycle, bicycle or omnibus traveling in a southerly direction on State Highway Route No. 9A shall enter the intersection of said Route No. 9A with Havens Street unless there is sufficient unobstructed space beyond the intersection to accommodate the vehicle, notwithstanding any traffic control signal indication to proceed.
