A.
All ordinances or parts of ordinances heretofore enacted
by the Board of Trustees of the Village of Elmsford, regulating traffic
in the Village of Elmsford and providing penalties for the violation
of their provisions, are hereby repealed. This chapter shall be the
only ordinance regulating traffic in the Village of Elmsford.
B.
The repeal of all former ordinances or parts thereof
governing the regulation of traffic in the Village of Elmsford and
providing penalties for the violation thereof shall not affect or
impair any act done, offense committed or right accruing, accrued
or acquired, or liability, penalty, forfeiture or punishment incurred,
prior to the time such repeal takes effect, but the same may be enjoyed,
asserted, enforced, prosecuted or inflicted as fully and to the same
extent as if such repeal had not been affected.

Any and all prior provisions of this chapter
and amendments thereto, establishing maximum speed limits at which
vehicles may proceed on and along highways within the corporate limits
of this Village, are hereby repealed, except that this repeal shall
not affect or prevent the prosecution or punishment of any person
for any act done or committed in violation of any ordinance hereby
repealed prior to the taking effect of this chapter.
