The purpose of this chapter is to provide for
the protection of public health and safety and to avoid the improper
installation of plumbing fixtures, materials and systems by constituting
the rules regulating a person or persons engaged in the work of plumbing
in the City of Rochester. This chapter shall be known as the "Plumbing
Licensing Ordinance."
