The City Clerk shall attend all the meetings
of the City Council and keep accurate minutes of all its proceedings
and, after they are approved by the Council, he shall file a printed
copy thereof in his office, duly certified, which shall be the journal
of the proceedings of the City Council required to be kept by him.
The City Clerk shall also file in his office
a printed copy of all ordinances passed by the City Council; all official
bonds given by any officer of the City to said City and which shall
be approved and accepted by the City Council or which shall be required
by law to be received by him; all reports of commissioners of appraisal
of damages and compensation to be made for property taken for the
opening, constructing or improving of streets, etc., after the same
shall be confirmed by the City Council; and all reports of commissioners
of assessments and apportionment of the costs and expenses of such
improvements, after the same shall have been confirmed by the City
Council.

The City Clerk shall deliver to the official
newspaper copies of all ordinances adopted by the Council which are
required to be published, with a direction of the number of times
and the manner that the same are required by law to be published.
He shall observe whether they are published as so required and, in
case of any neglect or defect in such publication, report the same
to the Council at the next meeting. He shall, after such publication
shall be completed as required by law, procure from the City printer
an affidavit of publication thereof, signed and sworn to by him, and
file same in his office.
In case of any omission or neglect of any person
elected or nominated to any office under or by virtue of the City
Charter to take and prescribe the oath of office or file with the
City Clerk notice of acceptance of such office or execute and file
any official bond, whichever shall be required of such officer by
said Charter, within 10 days after notice of such election or appointment,
it shall be the duty of the Clerk to report such neglect or omission
to the City Council at the next meeting thereafter.
In addition to the duties prescribed in this
article, the City Clerk shall perform all such other duties as are
or may be prescribed by law or the Council.

The City Clerk is authorized to impose an administrative
fee of $25 for any check submitted to the City that is returned or
otherwise not honored by a bank due to insufficient funds or any other
reason.
