It shall be the duty of the City Engineer to perform all the engineering and surveying services needed in the affairs and business of the City and to supervise and design, under the general direction of the Mayor, all the work done for the City in which the skill of an engineer may be necessary or required. He shall act as superintendent of public buildings, bridges, docks and wharves, under the direction of the Mayor. He shall attend all the meetings of the Council and act as the adviser of the Council in matters relating to his profession whenever called upon so to do. He shall certify to all accounts that shall involve engineering, measurement or inspection. He shall make, maintain and preserve all profiles, maps, sewer and other records, notebooks and other data and deliver the same, together with all other property in his charge, to his successor at the end of his term of office. During his term of office, the Engineer, with the approval of the Mayor, shall employ such subordinates as may be necessary to properly conduct the business of his office, which subordinates shall serve during his pleasure. Should, in his opinion, the engineering work of the City require, for a period, the services of a specialist in some branch of engineering, he shall have power to appoint such specialist by and with the approval of the Mayor, and provided that such appointment shall be concurred in by the Council, and a compensation therefor shall be fixed by the Council.[1]
