There is hereby created in the Department of
Engineering and Public Works a Bureau of Service, with a Division
of Mechanical Equipment, a Division of Street Maintenance, a Division
of Sewer Maintenance and a Bureau of Waste Collection thereunder.
The Bureau of Service, with the several divisions
thereof, shall be supervised and administered by the City Engineer
through and under an officer with the title of Superintendent of Service.
The Superintendent of Service shall be assisted
in his supervision and administration in the Bureau of service by
an officer with the title of Assistant Superintendent of Service.

The Superintendent of Service and the Assistant
Superintendent of Service of the Bureau of Service shall each possess
all of the powers and perform all of the administrative duties as
may, from time to time, be imposed upon them by the Council, the Mayor
or the City Engineer and which may be deemed desirable for the purpose
of securing efficiency and economy in the administration of the Bureau
of Service.
