A Board of Zoning Appeals is hereby established
which shall consist of seven members. The word "Board," when used
in this article, shall be construed to mean the Board of Zoning Appeals.
The organization of the Board shall be governed by Article 5-A of
the General City Law.
Meeting and recordkeeping requirements of the
Board shall be governed by Article 5-A of the General City Law and
Article 7 of the Public Officers Law.

The Board is vested with the powers and duties
delegated to it according to Article 5-A of General City Law.
The right to appeal shall be governed by Article
5-A of the General City Law.
All appeals to the Board must be filed in writing
with the Zoning Officer on the forms provided. Where required by the
Zoning Officer, such appeals application shall be accompanied by an
accurate plan drawn to scale. A fee, as established by the City Council,
shall accompany every application for appeal. Upon notice of appeal,
all papers constituting the record upon which the action appealed
from is taken shall be forthwith transmitted to the Board. A copy
of every notice of appeal shall be transmitted to the Building Inspector.
The appeal shall be placed on the calendar of the Board when the Board
has received a completed application and has sufficient factual information
to hear the case. Such hearing shall consider all facts pertaining
to the appeal. At the hearing, any party may appear in person or by
agent or by attorney.

5-A of the General City Law.
