The Chairman of the Board of Supervisors shall appoint committee members to any permanent or temporary committee established by the Board. The Chairman shall make appointments for filling vacated permanent or temporary committee positions (seats) after receiving notification of the member's intent to vacate his position (seat).

A. 
During an emergency event, the Emergency Operations Plan of Frederick County, Virginia, adopted December 10, 2003, as amended, shall be implemented.
B. 
In the event the Chairman is unable to perform his/her duties and the Board is unable to meet to elect a temporary Chair, the following line of succession shall be implemented:
(1) 
Vice-Chairman of the Board of Supervisors.
(2) 
The Supervisor having the most seniority on the Board, which shall be determined by the number of years of service on the Board.
(3) 
If it is determined that two or more Supervisors are next in line, then the determining factor shall be made by the alphabetical succession of the magisterial districts (i.e., Back Creek, Gainesboro, Opequon, Red Bud, Shawnee, and Stonewall).
C. 
All vacancies on the Board of Supervisors occurring during the emergency event shall be filled pursuant to Virginia Code § 24.2-225 et seq.
