Pursuant to the authority granted by § 42.1-70 of the Code of Virginia (1950), as amended, there is hereby assessed the sum of $4 as part of the costs incident to each civil action filed in the courts of the County. This assessment shall be in addition to all other costs prescribed by law.

The purpose of the assessment is to provide funding for the establishment and maintenance of a law library, which may be established or continued as a regional law library, pursuant to the provisions of § 42.1-71 of the Code of Virginia 1950, as amended.
This assessment shall not apply to any action in which the Commonwealth of Virginia or any political subdivision thereof or the federal government is a party and in which the costs are assessed against the commonwealth, political subdivision or federal government.
The assessment imposed shall be collected by the Clerk of court in which the action is filed and remitted to and held by the Treasurer, subject to disbursement authorization by the Board of Supervisors of Frederick County, Virginia.
A. 
Disbursement of funds generated by this assessment may be used for the acquisition of law books and law periodicals and for the establishment, use and maintenance of a law library which shall be open for the use of the public. In addition to the acquisition of law books and law periodicals, the disbursements may include the compensation to be paid to librarians and other necessary staff for the maintenance of such library and acquisition of suitable quarters for such library.
B. 
Pursuant to the rules of the Supreme Court, law libraries may, at cost to such libraries, have access to the computer research services of the Commonwealth Law Library. Disbursements may be made for the purchase or lease of computer terminals for the purpose of obtaining such research services.
Acceptance of contributions to the law library fund from any bar association is hereby authorized.
