Pursuant to § 53.1-120D of the Code of Virginia, 1950, as amended, there is hereby assessed a fee of $20 as part of the costs in each criminal or traffic case which is tried in either one of the district courts of the County of Frederick or in the Circuit Court of the County of Frederick and which results in conviction of any statute or ordinance. This fee shall be collected by the Clerk of the circuit court in which the case is heard, remitted to the Treasurer of Frederick County, and held by the Treasurer subject to appropriation by the Board of Supervisors to the Sheriff of Frederick County for the funding of courthouse security personnel.
