The Old Saybrook Public Health Nursing Board is hereby authorized to expend sums received by it from private donors and held by the Town of Old Saybrook as custodian for purposes relating to the furthering of public health nursing and providing that such expenditures are not inconsistent with the intent of the donors of said funds.

The Old Saybrook Public Health Nursing Board (OSPHNB) shall be composed of seven regular members, one alternate member and two ex officio members. The ex officio members shall be the First Selectman and the Director of Health and the eight other members shall be appointed by the selectmen with staggered terms as follows: two for one-year term, three for a two-year terms, and three for a three-year terms. Upon the expiration date of the above member terms, the Board of Selectmen shall appoint people for three-year terms. The members shall elect the following officers: Chairman, Vice Chairman, Secretary, and Treasurer.

The Old Saybrook Public Health Nursing Board (PHNB) operating in collaboration with the Connecticut River Area Health District will help to ensure that high-quality, cost-effective public health/nursing services are available to the frail elderly, economically disadvantaged, under-insured or uninsured residents of Old Saybrook.
