Pursuant to the provisions of C.G.S. § 7-246 et seq., as those sections may from time to time be amended, the Town hereby adopts an ordinance establishing a Water Pollution Control Authority for the Town.

The Water Pollution Control Authority shall consist of seven members and two alternates, each of whom shall be a person qualified to vote at Town Meetings in the Town, to be appointed by the Board of Selectmen for initial terms as follows: two of the members shall be appointed for a term that will expire on the first Monday of December in the year following the year of their appointment; two of the members shall be appointed for a term that will expire on the first Monday of December in the year two years following the year of their appointment; and three of the members shall be appointed for a term that will expire on the first Monday of December in the year three years following the year of their appointment. All subsequent appointments upon the expiration of the initial terms shall be for a term of three years. The Board of Selectmen shall also appoint two members to serve as alternates on said Board, each to serve for a term of two years. The first such two year term shall begin on the first day of January 2005, and shall end on the 31st day of December 2006. Any vacancy in the membership of the Authority shall be filled for the unexpired portion of the term by the Board of Selectmen. The Authority may adopt rules for the conduct of its business and elect such officers as the Authority may deem appropriate. Any member may be removed by the Board of Selectmen for cause after hearing.
The members of the Water Pollution Control Authority shall receive no compensation for their services but shall be reimbursed for the necessary expenses incurred in the performance of their official duties, provided that such expenses are authorized by the Authority.
The Water Pollution Control Authority shall have all the rights, powers, duties and obligations set forth in C.G.S. § 7-245 et seq., as those statutes may from time to time be amended. The Town hereby ratifies any and all actions taken by the Board of Selectmen, acting as the Water Pollution Control Authority, prior to the effective date of this chapter, and the adoption of this chapter shall in no manner rescind, abrogate, or make ineffective any of the actions of the Board of Selectmen in its role as Water Pollution Control Authority prior to the effective date of this chapter.
