As authorized under the provisions of Public Act 83-168 of the General
Assembly of the State of Connecticut, and as set forth under the provisions
of C.G.S. §§ 29-390 and 29-307, as amended, the Fire Marshal
of the Town of Old Saybrook shall have the right to inspect workshops and
manufactories in said Town to ascertain compliance with the provisions of
said Special Act and said General Statutes.

As used in this article, the following terms shall have the meanings
indicated:
A designated, unobstructed passageway sufficient in size to permit
free passage of fire and other emergency equipment from a public highway to
all necessary areas or portions of any private property. This area will also
include parking or standing motor vehicles within 10 feet of a fire hydrant
as hereinafter set forth.
Whenever the Fire Marshal shall determine that the reasonable safety
of persons occupying or using any premises, public or private, requires the
establishment of a fire zone for orderly access of fire and other emergency
equipment, the Fire Marshal shall establish such fire zone/lane by written
order. This written order may also come in the form of a requirement of a
zoning or planning commission approval of permit. The Fire Marshal shall cause
a copy of such order to be delivered to the owner or owners, or agents thereof,
of any private land on which such fire zone/lane is established and file a
copy of such order with the First Selectman.
Upon establishment of a fire zone/lane, the Fire Marshal shall cause
to be erected or installed adequate signs, markings, and other devices to
delineate said fire zone/lanes.
A.
No person shall park, or permit to stand, a motor vehicle
in a fire zone/lane, which has been established in accordance with this article,
except when actually picking up or discharging passengers.
B.
Any person violating this article shall be fined not
more than $100. The registered owner of a motor vehicle shall be presumed
to be the operator of such vehicle in the event that it cannot be established
by the investigating authority who was the actual operator of said vehicle.
Any motor vehicle found parking or standing in a fire zone/lane which
has been established in accordance with this article, may be towed, upon direction
of the Old Saybrook Police Department and Old Saybrook Fire Marshal, to any
public or private parking facility, and all expenses of such towing and of
any subsequent storage shall be borne by the registered owner of such vehicle.
Whenever a vehicle is found parking or standing in violation of this
article, the Old Saybrook Police Department shall serve upon the owner or
operator of such vehicle or place upon such vehicle a notice directing the
owner or operator thereof to pay a fine not to exceed $100.
