A. 
There is hereby established a Nashua Transit Advisory Committee (hereinafter referred to as the "Committee"). The Committee shall consist of five members selected as set forth herein, who shall serve for terms of three years and shall serve without compensation.
B. 
The Committee shall consist of:
(1) 
The Director of the City's Community Development Division;
(2) 
A member of the Board of Aldermen, to be appointed by the President of the Board of Aldermen;
(3) 
A senior citizen representative, to be appointed by the Mayor and confirmed by the Board of Aldermen;
(4) 
A representative of the private sector or business community, to be appointed by the Mayor and confirmed by the Board of Aldermen; and
(5) 
A citizen member to be appointed by the Mayor and confirmed by the Board of Aldermen.
C. 
The Committee members listed in Subsection B(2) shall be appointed as follows so as to provide for staggered terms:
(1) 
The aldermanic member shall be appointed for a term conterminous with the biennial term of the Board of Aldermen.
(2) 
The senior citizen representative shall be initially appointed for a one-year term. Subsequent appointments or reappointments shall be for a three-year term.
(3) 
The private sector or business community representative shall be initially appointed for a two-year term. Subsequent appointments or reappointments shall be for a three-year term.
(4) 
The citizen member shall be initially appointed for a three-year term. Subsequent appointments or reappointments shall be for a three-year term.
D. 
The members of the Commission shall serve without compensation. The Commission shall annually elect one of its members Chairperson, and may elect other officers as it deems necessary.
E. 
The Committee shall meet at least six times per year at regular intervals. Three members shall constitute a quorum necessary for the conduct of any business, and a majority vote of those present at any meeting shall be sufficient for any action taken by the Committee.

The Committee shall be responsible for making recommendations to the Mayor regarding operation of the City's transit system (including the fixed-route bus transportation program and the handicapped person/dial-a-ride program, but excluding school buses) and general transit functions.

The Transportation Department Manager in the Community Development Division shall serve as staff to the Committee, subject to the direction of the Divisions's Director, and shall provide regular and timely reports to the aldermanic infrastructure committee on all transit matters.
